The council of the Queens' Claws was an organization that existed three thousand years ago, made up of nine representatives - one dragon from each tribe. The Claws kept peace by creating and upholding the Accords of Dragonkind.[1]

Goals/description

The council was comprised of nine members, each a representative of the nine tribes that lived on Pyrrhia before the BeetleWings and LeafWings fled for Pantala. The Claws worked together to uphold the Accords, which contained laws that kept peace between the tribes. The Claws were ambassadors for their tribes. The council had meetings and called trials of dragons by the laws of the Accords. Dragons who had special powers, including mindreading, animus magic, leafspeak, or firescales could not be a member of the Claws. During meetings, the members were not allowed to use their tribe abilities.[1]

The Forgotten Isles Prophecy

The council of the Queens' Claws was first mentioned in the prologue of The Hybrid Prince. Sorrel and Darkling, the LeafWing and BeetleWing representatives, watched as Bloodshed and Precipice, the NightWing and SkyWing representatives, observed Harmony. Precipice mentioned that the village seemed to be a violation of the Accords and was illegal due to it harboring fugitives from other tribes. They both mentioned that they should tell the other Claws, but Bloodshed warned that they cannot trust Sorrel and Darkling because they knew what their queens were up to. When Bloodshed told Precipice that both tribes should be punished, Precipice said that they will call a trial and judge them by the laws of the Accords, but that they must see what the queens want them to do.
