Permafrost is an adult male IceWing and the uncle of Snowfall, Crystal, and Mink. He was mentioned briefly when Snowfall was organizing circle rankings.[1]

Permafrost was mentioned to have moved down a rank for pointing out that SeaWings might have invaded the Ice Kingdom by the north to Snowfall. Later he is seen getting away from Snowfall because he doesn't want to move down any more on the wall.
