The SeaWing Council is an organization in which high-ranking SeaWings report to Queen Coral and work on matters essential to the function of the kingdom. The Council had a level halfway up the Summer Palace, on the sixth floor, until the palace was destroyed in the attack on the Summer Palace.[1]
Goals/Description
The SeaWing Council is an organization where high-ranking SeaWings report to Queen Coral and work on matters essential to the kingdom. Each member specializes in a topic, and is asked by the queen to report status on their topic in meetings.[2][3]
The Council is described to have twelve dragon-sized stone pools[1] for each Council member, each labeled with tiny emeralds the size of roe.[1] They are arranged in a circle, with small channels running from one to the next and crisscrossing in the center.[1] The queen's pool was described to be next to the defense pool and the communication pool, and the dragonet care pool was two pools down from the queen's. Food is served during morning meetings, but it must not be eaten until the queen gives permission,[4] and even when she does, only royalty or Council members are allowed to eat at the table.[5]
History
Tsunami attended the Council meeting with Anemone and Queen Coral. She sat in the pool marked "Dragonet Care," as Tortoise was absent. After Tsunami embarrassed herself by eating without the queen's permission, Coral began to discuss rescuing King Gill.
Coral gathered her Council when Tsunami informed her that she was attacked. They headed to the hatchery, located in the Deep Palace. Tortoise, the former Dragonet Care council member, was tortured and executed by Queen Coral.
