Permafrost is an adult male IceWing and the uncle of Snowfall, Crystal, and Mink. He was mentioned briefly when Snowfall was organizing circle rankings.[1]

Permafrost has a smarmy and somewhat egotistical personality. He has been shown to believe that his opinion was more important than others, even the queen's.

The Lost Continent Prophecy
Permafrost was mentioned to have moved down a rank for pointing out that SeaWings might have invaded the Ice Kingdom by the north to Snowfall.
He and Tundra made Mink the temporary Queen while snowfall was in Sanctuary.
Later he is seen getting away from Snowfall because he doesn't want to move down any more on the wall.
