Description
These islands can range from huge islands with forests and cliffs to rock outcroppings that can only fit two dragons at once.[citation needed] Many of the islands are not listed on the map, as hundreds cannot be charted.[citation needed] Tsunami compared the islands' vastness to the size of the map, saying that the map's entire bay fit in her talons.[citation needed]
The SeaWing palaces are located in the Bay of a Thousand Scales, and they are also the home to some more private dragons that live by themselves.[citation needed]

Outer Isles
The Outer Isles are a part of the Bay of a Thousand Scales mentioned by Fin. The Isles are most likely located around the end of the "tail" that makes up the Kingdom of Sea.[citation needed]
History
The Dragonet Prophecy
The Bay of a Thousand Scales was both the place where Riptide first met the dragonets of destiny and the location of Blister's hideout. The Summer Palace was hidden on one of the islands, along with the SeaWings' above-water prisons, and is the book's main setting. Kestrel, after being murdered by Blister and Morrowseer, was also found on an island close to the Summer Palace. It was firebombed in a SkyWing attack, and is currently in ruins.
The Jade Mountain Prophecy
The Bay of a Thousand Scales was seen near the end when Turtle travels there to stop Anemone from massacring her tribe.
Legends
Fathom spent the entirety of part one in the Bay of a Thousand Scales, conjuring magic, witnessing the infamous Royal SeaWing Massacre, and being hated by the rest of his tribe.

When Deathbringer flew in search of Blister's hideout, he saw a scavenger castle.
