Blister's hideout was located in the Bay of a Thousand Scales, as mentioned in The Dark Secret and Assassin.
Description
Blister's hideout was where Blister resided, along with her soldiers. The hideout location is not shown on any map of Pyrrhia.
Blister revealed that she had tricked the soldiers living in her hideout into believing they were each exclusive elites who reported to her in secret, allowing her to know everything about her soldiers and the SeaWings. They reported even small acts or talks against Blister, and she would then swiftly kill the traitor.[1]
History
The Dragonet Prophecy
After the attack on the Summer Palace, Blister retreated to her hideout to plan her next move. She took her anger out by destroying the nearby scavenger den.
Winglets
Blister and the MudWings had met at Blister's hideout to discuss war plans. Tempest, Gill, Piranha, and several other SeaWings arrived the next morning. Deathbringer killed Tempest outside of the tent after the tribes had concluded their discussions, framing the MudWings for the commander's death.
