The SeaWing Council is an organization in which high-ranking SeaWings report to Queen Coral and work on matters essential to the function of the kingdom. The Council had a level halfway up the Summer Palace, on the sixth floor, until the palace was destroyed in the attack on the Summer Palace.[1]
Goals/description
The Council is described to have twelve dragon-sized stone pools for each Council member, each labeled with tiny emeralds the size of roe. They were arranged in a circle, with small channels running from one to the next and crisscrossing in the center.[1] The queen's pool was next to the defense pool and the communication pool, and the dragonet care pool was two pools down from the queen's. Tsunami attended the Council meeting with Anemone and Queen Coral. She sat in the pool marked "Dragonet Care," as Tortoise was absent. After Tsunami embarrassed herself by eating without the queen's permission, Coral started asking for reports from the council members. Lastly, Coral discussed rescuing King Gill while the Sky Kingdom seemed to be in chaos.

Trivia
- Dragonet Care was considered a dangerous position since the punishment for failure typically consisted of being tortured and killed by Coral.[4]
