The SeaWing Council is an organization in which high-ranking SeaWings report to Queen Coral and work on matters essential to the function of the kingdom. The Council had a level halfway up the Summer Palace, on the sixth floor, until the palace was destroyed in the attack on the Summer Palace.[1]
