The prophecy was made by a Nightwing called Morrowseer six to seven years before the first book starts
The Prophecy
The prophecy speaks of five dragonets who will come twenty years into the near future to end the war. One will be a Seawing, one a Mudwing, one a Skywing, one a Sandwing, and one a Nightwing. All five will hatch on the "brightest night." One of the three Sandwing queens will "learn if she bows to a fate that is stronger and higher" which will give her the "power of wings of fire." The other two will die.
