Enclave

The Enclave may be an organization that holds much influence in Possibility.

Goals/description

They could be a sort of militia, police force, guard, or something more sinister. When Meerkat told off Eagle for attacking Hailstorm, Eagle immediately obeyed and seemed apologetic, and when Meerkat told the staring crowd to move along, they obeyed as well, suggesting the Enclave or Meerkat individually has some sort of authority within Possibility.

Winter Turning

When Hailstorm, Winter, and Qibli were in trouble with Eagle, Meerkat commanded Eagle to back off, under the authority of the Enclave. Eagle retreated immediately at this command. This implied that the Enclave was a type of law enforcement that was not to be meddled with.
