It is implied by Foxglove that Chipmunk is a little cowardly as despite being a Wingwatcher, he doesn't go out when there are dragons.

Foxglove mentions him to Ivy, saying that she shouldn't listen to a word he says because he makes sure all his outdoor missions are at night when no dragons are around.
