When full, they grant NightWings hatched beneath them powers.[1] Approximately once every century all three moons will be full at once, resulting in a brightest night, like the one when Darkstalker hatched and the one where the prophecy dragonets hatched.
Imperial is the largest of the three moons. The other two are named Oracle and Perception.[2]

The Dragonet Prophecy
The Dragonet Prophecy dictated that the five Dragonets of Destiny would hatch on a "brightest night".
The Jade Mountain Prophecy
In the prologue, Moonwatcher hatches under two full moons in the rainforest to Secretkeeper.
The Lost Continent Prophecy
The three moons of the Dragon Planet are formally named in the novel when Moonwatcher offers her memories to Lizard. In one of the memories, Moonwatcher names the moons as she waits for her mother in the rainforest at night.
