The Enclave seems to be an organization that holds much influence in Possibility. They could be like a sort of militia, or police force. Maybe something more sinister.

Winter Turning

When Hailstorm, Winter, and Qibli are in trouble with Eagle, Meerkat comes in and commands Eagle to back off, under the authority of the Enclave. Eagle backs off immediately.
