Scrolls are similar to literature in real life, and, to return to the world of fantasy of Wings of Fire, most dragon tribes read scrolls.

Tribes

MudWingsSora said in The Dark Secret that she was reading about the prophecy. It has been about twenty years since the death of Queen Oasis.

SandWings - It is unknown if SandWings read scrolls.

SkyWings - SkyWings use scrolls to send messages, and Peril said that she read about the Champion's Shield, so it is presumed that SkyWings read them as well.

SeaWings - They read scrolls, most of them written by Queen Coral. Some of her work includes The Missing Princess, The Tragedy of Orca, A Claw of Murder, A Tail of Blood, and many other stories, all of which are taught in SeaWing schools. The scrolls are made with a mixture of whale blood and squid ink to make them waterproof.

RainWings - They didn't read scrolls, and never had any contact with the rest of Pyrrhia, until Glory claimed the throne.

IceWings - It is unknown if IceWings read scrolls.

NightWings - They read scrolls, Starflight and Mastermind have always been fascinated by them. There used to be a large library at the Night Kingdom.
