Webs was a Seawing and a member of the Talons of Peace. He was the one who stole Tsunami's egg from the Seawing Royal Hatchery. He also was the one who stole Glory's egg as a replacement for the missing Skywing egg.
It is indicated that he, out of all of the guardians, is the only one left alive and according to Morrowseer, needs to be "dealt with."
