Vengeance is the kidnapper of Glory and Queen Splendor. In The Dark Secret, he interrupts the council meeting where Starflight is being interrogated about the RainWings' plan. Greatness tells him that he is not welcome at the meeting, but he says he knows more about the RainWings than any other dragon there.
