Snail believed and trusted that the Dragonets of Destiny would stop the war and bring peace to Pyrrhia, which was why she decided to give the key that would unlock Clay's chains to Tsunami.

She was skeptical to hand over the key to Tsunami, fearing punishment from either Queen Coral or Shark. Eventually Tsunami was able to convince them that letting a Dragonet of Destiny die was a worse crime.
