The SeaWing council is an organization in which different SeaWings work on a certain topic and report to the queen. The council has a level in the Summer Palace, halfway up [1]. Food is served during meetings, but it must not be eaten until the queen gives permission, a mistake of Tsunami, since she didn't know about this until she was informed. Tsunami claims to hate the council and says when she becomes queen she will dispose of it.
