It is being built by the Talons of Peace, with Winter assisting them as well as coming up with the name. Winter is building a den for scavengers in it. It is located in the foothills of the Claws of the Clouds Mountains, besides a very small, very cold lake that 'Winter was very fond of.' Its approximate location on the map is next to the Diamond Spray River and above Claws of the Clouds Mountains.
