It is being built by the Talons of Peace, with Winter assisting them. Winter is building a den for scavengers in it. It is located in the foothills of the Claws of the Clouds Mountains, besides a very small, very cold lake that 'Winter was very fond of'.

Trivia

• Riptide got the name for it after Winter mentioned building a scavenger sanctuary.
• Several IceWings were interested in moving to Sanctuary.
• Qibli promised to come to Sanctuary, along with Smolder and Flower, in case they had any ideas for the scavenger den.
• Princess Anemone donated half of her treasure to help build Sanctuary.
• Sanctuary is the third town in the series, the first being The Scorpion Den, the second being Possibility, and the fourth being Valor
