A special team of HiveWings with paralyzing toxins in their tail barbs run the place. Dragons who break the rules are stabbed with the toxin. The paralyzed SilkWings and HiveWings are then put on display to frighten other dragons into obedience. [[Swordtail]] tells Blue and [[Cricket]] that at first the poison is painful, but then it's just uncomfortable to not be able to move or even blink.
