Scrolls are similar to literature in real life, and, to return to the world of fantasy of Wings of Fire, most dragon tribes read scrolls.

Tribes
MudWings - Sora said in The Dark Secret that she was reading about the prophecy. It has been about twenty years since the death of Queen Oasis.
SandWings - It is unknown if SandWings read scrolls.
SkyWings - SkyWings use scrolls to send messages, and Peril said that she read about the Champion's Shield, so it is presumed that SkyWings read them as well.
SeaWings - They read scrolls, most of them written by Queen Coral. Some of her work includes The Missing Princess, The Tragedy of Orca, A Claw of Murder, A Tail of Blood, and many other stories, all of which are taught in SeaWing schools.
