Scrolls are like the literature of nowadays in real life, and, to return to the world of fantasy of Wings of Fire, most dragon tribes read scrolls.

Tribes
MudWings - Sora said in The Dark Secret that she was reading about the prophecy. It has been about 20 years since the death of Queen Oasis.
SandWings - It is unknown if SandWings read scrolls.
SkyWings - SkyWings use scrolls to send messages, and Peril said that she read about the Champion's Shield, so it is presumed that SkyWings read them as well.
SeaWings -They read scrolls, most of them written by Queen Coral. Some of her pieces of work include The Missing Princess, The Tragedy of Orca, The Claws of Murder, A Tail of Blood, and many other stories. All of which are taught in SeaWing schools.The scrolls are made with a mixture of whale blood and squid ink to make them waterproof.
RainWings - They didn't read scrolls, and never had any contact with the rest of Pyrrhia, until Glory became queen.
IceWings - It is unknown if IceWings read scrolls.
NightWings - They read scrolls, Starflight and Mastermind have always been fascinated by them.They have a large library.
