Lagoon is a plump, turquoise SeaWing introduced in The Lost Heir. She serves on Queen Coral's Council, and is in charge of preparing the food.

She was told by Queen Coral to make sure that the dragonets had ample meals. However, she didn't feed them anything on Shark's orders (or possibly even Coral's). When Tsunami found out, she told her mother, who had Shark and Lagoon imprisoned. Tsunami noted, however, that they'd be soon released due to their status.
