Kelp was one of the 4 SeaWing patrols on duty while Clay had been chained to the floor of the Summer Palace of the Sea. Tsunami eventually convinced them to help her so the Dragonets of Destiny wouldn't drown. The other patrols were named Herring, Snail, and Flounder.

His brother is one of the soldiers who was attacked by the SkyWings and SandWings, he returned with a scorched tail, a horrible gash on his neck, and blood foaming from his gills. When he was telling Queen Coral about the strange attacks, she did not show concern to the injured SeaWings nearly bleeding to death, worrying about her floor instead. Tsunami told Queen Coral that someone should look at there injuries, and in other words, Tsunami saved the solider from bleeding to death.
