That "unnamed but well-known human settlement" is the Indestructible City, and it wasn't by the Great Five-Tail River. It was by the Winding Tail River, right where the IC is on the Dragonslayer map. Each of the Major Settlements are also going to need to have there one descriptions, rather than just the IC, as even the minor settlements have long descriptions.
