The Enclave may be an organization that holds much influence in Possibility.

When Hailstorm, Winter, and Qibli are in trouble with Eagle, Meerkat commands Eagle to back off, under the authority of the Enclave. Eagle retreats immediately at this command. This implies that the Enclave is a type of law enforcement that is not to be meddled with.
