Snail believed, and trusted that the Dragonets of Destiny will stop the war and bring peace to the world, which was why she gave the key to unlock Clay's chains to Tsunami. However she was a little skeptical on giving Tsunami the keys, as she feared punishment from either Queen Coral or Shark.
