Queen Scarlet's Palace is home to SkyWing royalty and Queen Scarlet. It had a large arena in which prisoners would fight in. In The Dragonet Prophecy, Tsunami attempted to distract the audience (and Fjord) by leaping down from her pillar and causing a ruckus. However, instead of Clay killing Fjord, Glory decided to use her vemon on the IceWing.
There is also a second 'jail' in the palace, possibly either for dangerous prisoners / dragons on trial.
