A SkyWing

Queen Scarlet's Palace is home to SkyWing royalty and Queen Scarlet. It had a large arena in which prisoners would fight in. Prisoners not fighting would be in their "jail", which consisted of a tall pillar (flattened out on the top), for each dragon. The pillars were aligned in a circle. The prisoners were connected by wires, so if one dragon tried to escape, they would be weighed down by the others.

In The Dragonet Prophecy, Tsunami attempted to distract the audience (and Fjord) by leaping down from her pillar and causing a ruckus. However, instead of Clay killing Fjord, Glory decided to use her vemon on the IceWing.

There is also a second jail in the palace, possibly either for dangerous prisoners or for dragons on trial.
