Scrolls are like the literature of nowadays in real life, and, to return to the world of fantasy of Wings of Fire, most dragon tribes read scrolls.

Tribes
MudWings -Sora said in The Dark Secret that she was reading about the prophecy. It has been about 20 years since the death of Queen Oasis.
SandWings-It is unknown if SandWings read scrolls.
SkyWings-SkyWings use scrolls to send messages, and Peril said that she read about the Champion's Shield, so it is presumed that SkyWings read them as well.
