Herring was on duty with Snail, Kelp, and Flounder when Clay was chained to the floors of the Summer Palace. Tsunami tried to convince them to hand over the keys but they refused. Luckily, Tsunami thought of a way by saying that the world would be agonized if the dragonets of destiny didn't survive and it would be all their fault.
