The Lost Heir
Flounder was one of the guards that was on duty when Clay was chained to the floor of the summer palace, along with Snail, Kelp, and Herring. Tsunami later convinced them to free him, since they'd be breaking orders if they knowingly allowed the dragonets drowned.
