The Jaguar Empire, along with Cottonmouth's empire and the Diamond Empire, was a major human settlement that existed in the pre-Scorching. It was ruled by Empress Jaguar.
Description
The Jaguar Empire contained islands with sand and rock pools. It also had a bay[1] and a river border which it shared with the Diamond Empire.[2] Cottonmouth believed that most of the Jaguar Empire's dragons could swim but could not breathe fire.[3]

The Lost Continent Prophecy
Warriors of the Jaguar Empire were seen in Cottonmouth and Freedom's vision that they showed to Luna and Dusky in the mindspace. They were stealing two eggs from a sea dragon and covered up their tracks afterwards. Later, a human from the Jaguar Empire was seen with Cottonmouth on Pantala.
